Health Technology Assessment, Courts and the Right to Healthcare (Hardcover): Daniel Wei Liang Wang Health Technology Assessment, Courts and the Right to Healthcare (Hardcover)
Daniel Wei Liang Wang
R4,142 Discovery Miles 41 420 Ships in 12 - 17 working days

Both developing and developed countries face an increasing mismatch between what patients expect to receive from healthcare and what the public healthcare systems can afford to provide. Where there has been a growing recognition of the entitlement to receive healthcare, the frustrated expectations with regards to the level of provision has led to lawsuits challenging the denial of funding for health treatments by public health systems. This book analyses the impact of courts and litigation on the way health systems set priorities and make rationing decisions. In particular, it focuses on how the judicial protection of the right to healthcare can impact the institutionalization, functioning and centrality of Health Technology Assessment (HTA) for decisions about the funding of treatment. Based on the case study of three jurisdictions - Brazil, Colombia, and England - it shows that courts can be a key driver for the institutionalization of HTA. These case studies show the paradoxes of judicial control, which can promote accountability and impair it, demand administrative competence and undermine bureaucratic capacities. The case studies offer a nuanced and evidence-informed understanding of these paradoxes in the context of health care by showing how the judicial control of priority-setting decisions in health care can be used to require and control an explicit scheme for health technology assessment, but can also limit and circumvent it. It will be essential for those researching Medical Law and Healthcare Policy, Human Rights Law, and Social Rights.

New Geographies, 12 - Commons (Paperback): Mojdeh Mahdavi, Liang Wang New Geographies, 12 - Commons (Paperback)

R739 R693 Discovery Miles 6 930 Save R46 (6%) Ships in 12 - 17 working days

The commons as a contested political idea has been continually articulated and reproduced in many disciplines and in relation to specific historical and geographical contexts. Since the 1960s, the concept of commons has started to play an increasingly important role in the field of urban studies. While commons are usually perceived as the material spaces of the city such as streets, parks, public spaces, etc., they are also perceived as the immaterial public realm-including subaltern and mainstream culture, knowledge, language, and modes of sociality. As the commoning process continuously involves the substance of urban spaces, be it physical or virtual, the concept of commons has actively contributed to reshaping spatial imaginaries such as urban islands, archipelagos, and thresholds. This issue of New Geographies proposes the concept of commons as a mode of thinking that challenges assumptions in the design disciplines such as public and private spaces, local and regional geographies, and capital and state interventions. It expands the production of space as the commons into a planetary territory all the way from the intimate and subjective scale of the body to the connected material and immaterial spaces. In doing so, NG 12 aims to foreground the significance of political thinking in the process of space production, and invites to imagine alternative social relations and modes of urbanization.

This book is about the harmonious synthesis of functional programming and numerical computation. It shows how the expressiveness of OCaml allows for fast and safe development of data science applications. Step by step, the authors build up to use cases drawn from many areas of Data Science, Machine Learning, and AI, and then delve into how to deploy at scale, using parallel, distributed, and accelerated frameworks to gain all the advantages of cloud computing environments. To this end, the book is divided into three parts, each focusing on a different area. Part I begins by introducing how basic numerical techniques are performed in OCaml, including classical mathematical topics (interpolation and quadrature), statistics, and linear algebra. It moves on from using only scalar values to multi-dimensional arrays, introducing the tensor and Ndarray, core data types in any numerical computing system. It concludes with two more classical numerical computing topics, the solution of Ordinary Differential Equations (ODEs) and Signal Processing, as well as introducing the visualization module we use throughout this book. Part II is dedicated to advanced optimization techniques that are core to most current popular data science fields. We do not focus only on applications but also on the basic building blocks, starting with Algorithmic Differentiation, the most crucial building block that in turn enables Deep Neural Networks. We follow this with chapters on Optimization and Regression, also used in building Deep Neural Networks. We then introduce Deep Neural Networks as well as topic modelling in Natural Language Processing (NLP), two advanced and currently very active fields in both industry and academia. Part III collects a range of case studies demonstrating how you can build a complete numerical application quickly from scratch using Owl. The cases presented include computer vision and recommender systems. This book aims at anyone with a basic knowledge of functional programming and a desire to explore the world of scientific computing, whether to generally explore the field in the round, to build applications for particular topics, or to deep-dive into how numerical systems are constructed. It does not assume strict ordering in reading - readers can simply jump to the topic that interests them most.
